I am building a deck just above the ground, how do I attach the ledger to the cinder block foundation?

I am working around a previous poured cement patio (cracking and unlevel) and thought I had everything worked out... but now I can't figure out what the best way to attched the lower ledgers to the house would be, seeing that they are below the sill plate, where I will be attaching the upper ledgers.

How about angle brackets anchored into the concrete?
