There is actually a game you can buy called CeeBot which teaches programming in C++....easy to get into and fun.

A decent and cheap way to get started are with Microsoft's Visual Studio Express editions - each of them has a book that retails for between $15-$25, and includes the programming language, as well as tutotrials, etc. Besides Microsoft's books, there are dozens of other books available for these programming languages as well.
You can also download the programs for free at Microsoft.com.
PHP is another decent programming language to learn with, but he may need some help setting up a system to run PHP if you don't already have somethign installed.
For a fun and interactive way, start with Lego Mindstorms robotic kit. But that is rather expensive.

I'd say after all the suggestions, the first thing to do is to explore what languages allow what types of software to be created. Then which among those that make what he is interested in are fairly easy to learn as a first language. You should also encourage him to explore things like algorithms, flowcharts, Boolean algebra and Object Oriented Programming. HTML is not a programming language - it's just markup code - metadata - data about data.
Start with JavaScript. You already have everything you need to start right now - a web browser and Notepad - that's all you need. If you like, download a free programmer's editor that has syntax highlighting.
You can learn all the basic concepts of structured programming with JavaScript, even some OO ones (though JS is only OO like). JS is a non-typed language so no need to worry about type casting.
Though basic algebra is usually a pre-req to programming since you have to know what variables are and why they are used.

I'm not sure where to tell you to start. My husband started programing when he was that age, and he is now in college doing a gsp(game and simulation program)degree. Which means that he will soon be programing video games (x-box, play stations.....) Or working on movies like Pixar. The air force hires gsp programers to program for their simulators.
A little off subject i know, but if he starts now the posibilities in the future are good.( if he likes programing) My husband loves it.
C++ is a good program so is Visual basic. You might try looking at a bookstore for books on programing.

If you have microsoft office, I would start with visual basic for applications. It's a pretty simple and there a whole lot of built in help as well as help on the web.
Another way to go would be HTML, it's techincally not a programing lanuage but it introduces a lot of the concepts and is pretty basic, from there he could move on to Java script and beyond.

I suggest HTML - I did that when I just turned 11. Give him a neopets account and then show him the great starter tutorials on how to change front shops there - the game is really addictive too (in a good way)

HTML is good. No new software needed, just notepad and IE. Also he could use Frontpage and visually layout and see the code that is produced. However, this is not really away into object oriented languages like C#... becuase there is no logic involved.

I have aten year old bot who has recently become interested in robots. we have been to radio shack and soon are going to the discovery store to try and find some things in that field. I suggest the same for you and yours. He will find something to get him started there i'm sure. they have all kinds of kits and stuff.
