To answer your question correctly I need more info from you. But basic reasons to send in stock certificates are:
to sell the stock
stock is to be reissued due to split or reverse split
merger
recorporation
someone is trying to defraud you.

There are really only 2 cases when it's necessary to send in stock certificates. One is if you're selling it, and the other is if you're transferring the name on it.

The reason why you have to do this is because that piece of paper shows that YOU, and only YOU are the actual owner. It was designed as a sort of security blanket to prevent unauthorized access.

But today, more people hold paperless stocks where the records are kept electronically by the broker. This makes selling and transferring much easier and faster.

The comapany may have merged with another comapny and r issuing new certificates.

Unless you're selling the stock, then, of course you will have to transfer them.
