FIFA ranking procedure was complex and involving last 8 years results.
Since 10 July, the procedure slightly changed. (links)
My opinion is change the regional strenght factor is the main improvement. The old procedure had a factor x1,00 for UEFA match and x0.94 in a CONCACAF match, the new one has x1.00 and x0.85. In this way it's easier to avoid having USA between best 10 places as it was at the starting of WC...
However, playing against Panama or France aren't close things, so the ranking procedure is improvable...
Italy is unbeaten since last 25 match...

You are refering to the FIFA ranking, it started in in 1990's and all games played by any country count for or against the countries that play in those games. It doesn't have much to do with World Cup games, they are just a little percentage of the ranking, the rest of the points the countries have come from the other games. Italy hasn't won the EuroCup in a while, Brazil won the last Copa America and Confederations Cup, so according to this, Brazil should be number 1. I don't think this ranking is very accurate, so do think that it should be different. (Remember how United States was ranked 5th and Czech Republic was ranked 2nd before the world cup? That just goes to show that the ranking has flaws.)

The rankings r probably based on their overall performance over a period of time or statistics of individual players on that team. Besides on game changes everything. Look at Ghana, they were ranked about 47th in the world before the cup, and the beat the Czechs who were ranked 2nd! Teams change too. During the cup they can play their best (like Ghana did), or slack off (like Brazil did).The world cup is not only to determine the best in the world cut also to bring the world together.

The FIFA ranking is based on wins and loses from the last 4 years (no just World Cup play). The FIFA World Cup is a tournament and wins/loses in that tournament only give/take points so teams can move up/down in the ranking.
In sum, don't pay attention to the raking because it is not accurate most of the time.

Italy is the champion for this tournament.... what you are referring to is the FIFA ranking.....it is points accumultaed since the World Cup started in 1930, teams get points for winning games, qualifying, etc....and Brazil is ranked first because it has 5 titles whereas Italy now has four

Brazil had been champions for several times. So FIFA should balance that too. Portugal can't win the cup for years. It would be injustice for Brazil if a team who couldn't win the cup for years be the first.

The question is not clear. However what is described in the question is actually a type of ranking which is decided on the basis of past performances of each team. But as for as "Italy as champ" is concerned it is bcoz Italy won the CHAMPIONSHIP. It is Italy's performance in that particular championship winner team of which is considered as CHAMPION or more correctly WORLD-CHAMPION.

Please don't look at those rankings. They don't mean anything, at the end it just comes down to who can perform better on the field. We couldn't ask for a better champion.
