I don't think "knowing how to drive" has anything to do with it. We're not talking about only impaired motor skills, but impaired vision, impaired decision making, slow response times and even blurry reality.
They say that one of the things cops look for in recognizing drunk drivers is that they'll often come to a complete stop several car lengths before a stop sign, or after. The stop sign registers in their brains, but the timing of the action does not usually connect correctly.
They may see a pedestrian, and have all the right thought patterns about not running into that person, but it doesn't mean that they can make their hands and feet do what they're supposed to do at the right moment. They might run that person down while having very clear thoughts about not doing so.
At least someone who doesn't know how to drive can make the wheel turn when their brain tells them to, or mash their foot down on that brake pedal when they need to avoid hitting someone.
Given a choice, I'd rather be on the street with a person behind the wheel who at least has total control over their motor functions, regardless of their "skill" level. The untrained driver at least knows that they don't know what they're doing, and will always err on the side of caution; drunks don't usually even believe that there is a possibility of error.

well the drunk person, no matter how well they drive when they're sober is a danger to everyone. A person just learning how to drive, or really shouldn't have given a license (like one of my friends), is an equal or bigger problem. A drunk person at least you can take the keys to their car and when they sober up, they'll probably thank you if after awhile. It's tuffer with a sober person so I'd have to say a sober person is more dangerous. But there's a plus side, a bad driver can be taught to drive better, and a drunk can get sober.

A novice without experience would naturally be timid and cautious. A drunks reactions and judgment are impaired. The drunk is more dangerous behind the wheel.

The drunk easily. The person with no experience likely won't be able to start the car, let alone shift it in drive. ESPECIALLY if it is a manual transmission.
Unless you are talking about danger to the car?

Both. The drunk person because their perception is compromised and reaction time is slower. The inexperienced driver is dangerous because they do not know the power of the vehicle that they are in. It can be a dangerous weapon when you do not know the capability of the vehicle.
