Can we think of electing noble people as our leaders who do not wish to be elected and do desire power ?

Can we think of elections without nomination and propagation? Can we imagine how peacful it will be with least expenses on the exchequer? Please suggest methods how to implement such a noble idea in our society.

I don't really think that it would be fair to elect someone who does not wish to be. In fact it would be pretty terrible to wake up one day and be told you now have to move your family to Washington, quit your job, and turn yourselves over to the wolves.
