surly a fraud. been there done that , it's a scam to try and get u to spend money u don't have. look at it this way. if u really have wonn a certain amount of cash. and it legit, why not send u ur winnings, then u could pay them for sending it to u, why do u have to pay for the parcel up front if it were real.

Fraud.
Do you mean the one where you get a check in the mail saying you won? Dont cash it, its a fake check and it will bounce. The people who sent the check will ask you to send some money to pay for taxes so they can send the rest of your "prize", then you will never hear from them again.
