This is not found in the control panel.
Open Windows Explorer and click the Tools menu. Bottom menu option on the Tools menu is Folder Options.

In Classic View Folder Options should be under Appearance and Themes in Control Panel;
The Folder Options Icon should be displayed under Category View between the Display and Fonts icons.

Go to Windows Explorer and then to Tools - Folder Options is a link off that menu
(Further to Lubers25 answer above it is on the Control Panel in XP Home on my system and I don't think that anything specific has been done to put it there)

There is not a folder option icon to be found. You must go to Tools > Folder Options in the menu bar at the top.

it is in control panel cannot see it in category view
look at left side top icon (control panel)click
change to classic view it's the orange folder with a green tick (assume XP)
also top line, tools drop down bottom one is folder options
the folder option is available when you open almost any folder
except Internet explorer

Click on Tools( in the menu ) then Folder Options... it should be there.
In folder options you can chose to display icons or details
