chem man's dilution is correct, but i'm not sure if he answered your question. it is very easy to find isopropanol at a pharmacy or general store, but maybe you want to do things the hard way...?

isopropanol is a secondary alcohol (whereas propanol would be a primary alcohol), with the OH group on the second carbon. it's chemical formula is (CH3)2CHOH. think of it as your standard three carbon chain, with oxygen on the second carbon, and hydrogens to fill it out (no double bonds).

seems to me if you have some propene to begin with, add some sulfuric acid, then water, you'll get your isopropanol. you can make any dilution using the formula: Concentration1*Volume1=Concentration2*Volume2

if you know your starting concentration and desired concentration (you give us these) you can plug in a theoretical ending volume to determine how much of your initial solution you should take, then add water to reach the total end volume.

Take storebought IPA (70%) and dilute it 4/7.

In other words,
40 mL of 70% IPA
30 mL of distilled water

Chem Man is right but it would be easier to just buy it in the correct dilution.

depends on the parent concentraion. i have acccess to the pure stuff so i'd just dilute it 2 parts alchol 3 parts water.
