Cookies are text files. They record information that you have submitted to Web sites such as your username. They do not search your hard drive or do they ruin any of your files. When I visit Amazon.com, I am shown items I might like to buy, because I have a Amazon.com cookie on my hard drive. The cookie acknowledges who I am. This allows you to buy stuff online too. If you have your cookies turned off while buying from an e-commerce store, you may not be able to access the shopping cart.
You can delete them. They are not necessary, but they will help you in some web sites as far a remembering info. about you.

The Internet offers a wide variety of useful services such as free e-mail accounts, online forums, and e-commerce sites. The use of cookies is essential for these sites. Without cookies, for example, the sites would have no way to track the items that you placed into your virtual shopping cart as you browsed about the site.
Most cookies are useful in web surfing. Some cookies ("session cookies") last only until you close your browser. This type of cookie is mainly used to remember choices that you make as you navigate through a web site.
Many sites leave cookies on your computer so that they recognize you when you return to their sites. These cookies ("persistent cookie") identify you so that options and preferences that you have chosen in the past are used for your current visit to the site.

Yes, you can delete them at any time.
But "cookies" is a misleading name. The GEEKS should have called it "breadcrumbs", since that described it better. Just like Hansel & Gretel, cookies show where you have been. These are necessary for many websites, like shopping carts and webmail.
You can turn cookies ON and OFF all the time. Microsoft should have added a convenient ON/OFF button on the toolbar by now.
(Oh, that's right, they don't invent, they innovate someone else's work).

cookies are only nessessary when you want your internet homepage to be costomized the way you want it. but you CAN delete them/get rid of them. but you wont be able to costomize your homepage the way YOU want it. because cookies are like little eyes that watch what you are doing on the computer(whenever you are on something that you can possibly save) and those cookies will help you save the programs that you have costomized. BUT if you don't want cookies then you should go to control panel and see if you can find a way to take it off. but you don't NEED cookies if you don't want them.

You can delete them to free up some space as all those sites which require cookies will automatically create them. The only diffrence would be somewhat slower access though the diffrence is hardly noticable:)

Get rid of them as often as possible, I do mine every 20 minutes via an app that I threw together, there are free apps available over the net that will do it for you if you don't want to use the IE option.

you should delete them as you have not been asked to have it "placed" upon your computer.
