Admit you are a sinner (do things that go against the will of God)
Believe that Jesus is God's Son (AND the ONLY way to Heaven)
Confess Him with your heart before man.

it can mean a couple of things
1. when you turn away from Satan and you give your life to GOD
2. when we are dead and the lord returns for us raising us up out of the grave
Romans, chapter 5
10: For if while we were enemies we were reconciled to God by the death of his Son, much more, now that we are reconciled, shall we be saved by his life.

Romans, chapter 10
9: because, if you confess with your lips that Jesus is Lord and believe in your heart that God raised him from the dead, you will be saved.13: For, "every one who calls upon the name of the Lord will be saved."
Jeremiah, chapter 4
14: O Jerusalem, wash your heart from wickedness, that you may be saved. How long shall your evil thoughts lodge within you?
1 Corinthians, chapter 1
18: For the word of the cross is folly to those who are perishing, but to us who are being saved it is the power of God.

the words born again are not in the bible but saved is so i would say they mean the same thing
