When there is a lot going on, it's hard to get it all out there and have everyone absorb it all.

All of the above.
If the message is urgent and affects the entire building (about 400 people) it will be sent via a "broadcast e-mail" or if it is short notice, it will be declared over the PA system.
If it effects certain people - i.e., employee promotion/congratulatory notices, company events, community involvement opportunities, scheduled network maintenance, etc. it is posted in HTML format on our company intranet.
Word of mouth is also popular - some people are in the know in advance and so they'll spread the word to their department, and then it spreads.
