Check your local law, but I think if your being blocked and you have asked them to remove their vehicle and they refuse. I think you can call the police,(NON-emergency number or you'll get in trouble) and they will come and make the request, or have it towed.
DO NOT KEY or any vandalism. he will know who did it and YOU will go to jail. DO NOT turn into the A@@ whole he is!

Zoning variances do seem like the best answer. How about this? Is the neighbor a renter? if so get his landlord involved. Or maybe just renting a bobcat and making a wider driveway would do it. Just to be safe though I'd ask a local cop. They can tell you just how to go about this without getting in trouble. I'm sure that whatever you decide, not breaking any laws is the way to do it.

You need to be the adult. Unfortuntely since he's your neighbor, you are probably going to be stuck with the problem for a while. Take pictures every time it occurs. Keep records each time you have to ask him to move and when he actually moves the vehicle. When you have enough documentation that it's a continuing problem that isn't being resolved, contact an attorney. The consultation and a short letter to the other homeowner shouldn't be that expensive and will be money well spent. Good Luck.

Sounds like the other guy is using intimidation to get the driveway, and you're letting him do it. Why don't you try his tactic? Call a lawyer, or have someone pretend to be a lawyer come to his house... or how about call the cops on him.. settle it as a domestic dispute.. which it is..

key it! get a jack on wheels. Have it towed cause it blocks you in. Tell them to move their car when you have to leave. Bang on the door and wake them the hell up! he would look like a real Ahole in front of the judge. Just get him to lose his temper and catch it on video like the rest of America.
