India is a stable democracy, and wants to work things out peacefully, without harming the sentiments of any of it's people. Yes I do agree that many of our politicians are corrupt, but very few of them are traitors.
Even during the Kargil war our army was denied permission to enter Pak territory, because India believes in international laws.
Militarily, economically, technologically, India is far superior to any of her neighbors (maybe except China), and it would not take a lot to overpower them, but India has not done so in the past (Bangla Desh is an example) and I don't think we ever will. It is the insecurity of the leaders of her neighbors that make them use India bashing as a way to their seats, their power, be it Pakistan, Bangla Desh or any other nation around India.
The aim of the terrorists, be they from Pakistan or Bangla Desh or Sri Lanka or any where else is to create the very fears that you have in your mind, and you have expressed in your Q(?)
Yes money matters to everyone, including the politician, but very few of them can be purchased I think when the interests of the nation are the commodity.
You speak of Civil War, where do you anticipate this happening? Remember, unlike our neighbors we are a secular nation, and every Indian citizen irrespective of caste, race, color or creed or religion has the same rights as the other. In such a scenario, it is difficult to really sieve out the bad from the good.
I am sure that from the terrorism point of view, the government is doing it's best to catch the people who indulge in it, and will be successful in weeding them out.

Because Pakistan was allowed to 'get the bomb', choices are few. We should learn from this when contemplating NK & Iran, but we won't.
