Well I don't know if it would work in India, but there is a system called Zero Population. This means for every person who dies, another is born. So a couple could have two children to replace them when they die. The population would not decrease, but would remain the same.

Impose a nationwide law restricting the number of children in a family. Those who violates should be severely punish (Either by high fine or long term imprisonment). By this way, people will be compelled to abide the law, otherwise, popullation of India will reach billions.

1) Yes but it needs is political will and hard decisions. Rajiv Gandhi did it successfully during his time.
2) Presently adoption laws in India are very complex. Simplify them greatly. Literally millions of Indians will be adopted by foreigners. Presently it is very difficult for foreigners to adopt Indian children.
3) ALL government servants to be given incentives & disincentives not to have more than 2 children.
4) Ration cards to be given to people having upto 2 children. If they have more children then make vasectomy/tubectomy compulsory.
5) Compulsory vasectomy/tubectomy for people coming to Government hospitals if they have more than 2 children.

Paint a Bullseye on it on a map and give it to the Pakistani military and tell them its their new nuclear weapon testing site.....Seriously though It isn't possible unless the government becomes authoritarian like China and forbids people from having more than one child under penalty of death. China manages to gain control of their population and it is now shrinking.
