My business phone has 3 lines. Each line is charged $8.00 for toll restrict. What does toll restrict mean?

It stops certain phone lines from being able to make long distance calls.

You might want to call your phone company and have this option removed if you don't need it. Quite often they'll charge you for bells and whistles you'll never use.
