The figure 1 is the sign we use to signify the number one.
Other numbers, ie integers can be defined in terms of the number one , but number one itself is often considered to be a concept, axiom or assumption.
Peano defines number(integers) using 2 axioms : zero and s, where s is the successor function.
Mathematics is more than number, the axioms will be different according to which branch you are dealing with.

The Peano Axioms define the natural numbers.
The first two state:

Every natural number a has a successor, denoted by Sa or a'.

The number 1 is fundamental and will be an axiom in any system of mathematics. Axioms are not defined, they are the starting point of any set of formal logic.

I think that you are trying to give the number (1) some kind of magical quality that it does not deserve. Mankind has invented numbers for his own convenience. I do not think that there is anything mysterious about them, as though they have been handed down from god or nature.

It is the multiplicative identity for real numbers. This doesn't define it completely, but it is one useful definition.
