It's when gas turns to vapor in your fuel line. Happens in my lawnmower sometimes in the fall when the temperature is changing a lot.

when you are driving in heavy rain, and your air intake sucks up the puddle of water you just drove over ,water gets into the cylinders and prevents it from compressing in the combustion chambers. Water is a solid matter and cannot be compressed as air and gas vapors can.
