Depends on what you mean by "developed."

In the 16th and 17th century kids were considered "adult" enough to get married, run businesses, and make major life decisions at the age of 16. But that's because kids worked in the family business from childhood, social rules were rigid and quickly learned, and the world was simple enough that most kids could master it and deal with it at an early age.

Nowadays the world is far more complex and kids are often kept in school up to the age of 22 or even later. Many 21 year olds in our society are physically mature but still have no real experience of the adult world. In other words, nowadays we keep children in an artificially sheltered state much later than in the past, in the interest of educating them to a much greater extent to deal with a technically complex world.

So I think it's really a question of experience and maturity. Nowadays kids are kept in school and sheltered much later than in the past, and the result is that at the age of 21 many kids don't have enough experience of the world and maturity to be trusted to make major life decisions.

My answer is a big 'Yes'.

There are lot of reasons to that. Around the age of 21 your physical growth stops. You become a complete person and your thinking will be mature and alert. Other reasons are like its jus enuf time to learn a lot of social and networking skills.

Let us take the example of 'Expiry Date' printed on medicines. Its not that jus the day after the expiry date it loses all its power or goes awry. It depends on storage, usage, environment..... etc., But a common agreed tested date is determined. So its the same case with the age 21. There are also exceptions based on growth, environment...... and a lot of factors like that. but this holds good for the majority of us.

There is also a scientific research which say mentally men mature much later than women. Theres also a fact that our brain cells lose about 1000 cells each year from our age of around 21.

Its jus our adolescence stage, our ego or 'call it watever'... that makes us think that we are mature enuf when we are not.

One should understand that being able to know wat is rit and wat is wrong is slightly diff from being mature. Our major life decisions are better when we are mature enuf to make them.

Alexander the Great began his career at 15 and died in his early thirties. On the other side of the coin, some people never develop their ability to make major life decisions. They just wing it as it comes.

scary but in most cases true. A huge reason for that is life experience. You just don't have it before 21 because you haven't been on your own long enough.

I'm not sure if that's true, but there are some major things you should avoid like having kids or getting married ... wait until you're at least 30 for that crap.

i personally don't believe that it has anything to do with your mind, or brain.
rather, i think at that age you usually haven't had enough life experience to base major decisions on.
