2) go to/ or contact a demolition store , they often salvage granite or concrete slabs
3) enquire, whether a local builder can supply and lay the slabs for you

For the cheapest paving slabs, try using plain concrete ones. Not very pretty, but the do the job.

If you go to a public/private school, like Oakham School or Uppingham, they have maintenance staff and a lot of extra equipment and materials. I'm sure they will get a discount from their suppliers, so maybe ask them to get another 20 for you when they buy them in. They may have some spares anyway and just give them to you to free up space.

a good cheap paver is stamped concrete.you pour the crete then can have it staped wit any design.you can also have color added.
