Is it true that if everybody in china jumped up and down at exactly the same time the massive weight landing on the earth would be enougth to kick it off its axis thus sending us spinning into space?

No for one thing they are too spread out.
Now if you could get them all to jump on the same spot (all 1.3 billion of them) it would create a decent shock wave.
But it wouldn't send us off into space.

there'd be a microscopic immeasurable bump to the earth, which would be sorted out half a second later when they all landed again.

Nope.
It will only create a mild earthquake... well tremor. 1.500.000.000 Chinese are just 0.000001 % of the earths total weight. It is nothing.
