Tim C most controlling governments? What other governments have you lived under?
Sorry I know that is not an answer. But that is the most naive response I have seen today. Go travel and get educated. If you cant afford it, ask others who have lived under other governments.
Freedom is indeed two way. The other responses pretty much summed it up.
Good luck and put a shirt one or find another vendor. Is it that offensive to you or are you just making a point. Because I love the point but I understand the reason.

To paraphrase John Locke who Thomas Jefferson and just about all the Founding Father's agreed with your Liberty (which is what you are discussing here) only goes as far as to where it does not affect the Liberty of others. The 7-ll is a private business and it can choose not to serve you or society may have passed a law that says that your Liberty does not extend to a right to some how effect others with you naked chest in a 7-11.

first of all you have the freedom to wear your own stylized clothing...no on eis holding you back from that....however if your stylized closet of clothes defiles the city, state or federal ordinaces of nudity then yes, you are in deriliction and infraction of the law.
Also, as you have the right to be you....the store has the right to be them. There is a long standing practice that is judicated by law that allows a business to refuse service to anyone they deem to refuse service to. In this regard, the customer is not always right, so please take your high horse on to Circle K and avoid 7-11 if they bother you so much.
Next let me point out that any place that serves food or beverage must meet the standard health requirements issued by the board of health for your location. If the board of health has decreed that no one shall be around food or food services without clothing, please do abide by those rules. Think of the safety of your food. If you are walkin' around naked, then so too is someone else somewhere else, I am almost positive you would not like to pull someonelse's chest hair from your hotdog.....so please do not make that an issue for the person after you.

If you don't wear a shirt then you prevent others the freedom of buying a hotdog without seeing your rippling muscles and dripping sweat and the hot dog at the same time....it may be a turn off for some people...I said , some people.

Freedom is never totally personal or absolute but must be balanced and restrained. No you do not have the right to buy a hot dog without a shirt. Basically a health issue. No you do not have the right to stand up in a theater and yell "FIRE!!!" basically a health issue. No you do not have the right to sell state secrets to other countries, basically a security issue.

All of the laws, rules and regulations hinder us from being free. I got kicked out of Wal-mart once because I had this tiny puppy in my hand. I just bought the little fellow and it was the middle of August. I am in Mississippi and if you didn't know...Mississippi in August is like sitting in a fire pit! The sales person told me to take the dog outside and I could come back. That was the stupidest thing I had ever heard. There were no signs saying no pets. I took note of her name and she lost her job. Many other workers had passed by and played with the pup and she had to be a *itch so I kindly returned the favor. But with no rules there would be chaos.

In the Philippines, you can actually go around without your shirt on simply because it can be so hot. And maybe if you're lucky, you can just walk in any 7-11. But for decency's sake, put a shirt on.

Any employee working around food is required by the health department to wear hair and beard nets for obvious reasons. The same applies to the general public concerning wearing shirts around food items. No one wants some sweaty, hairy gorilla, hovering over their food. Freedom has nothing to do with it, or else we would all just vote ourselves rich, our enemies dead, etc,,,
