It is a great question really.
Using deductive reasoning, I would say sex.
Most people believe in a god of some kind. In America, most believe in a Christian God. Therefore, it is possible to have generic conversations about God and not be offensive or controversial.
Most people have a very poor understanding of politics and are not really up on current events. Beyond the headlines, the sound bites, and the late night monologues, most people are clueless. I would say that most people would not engage in political conversation because they wouldn't have a firm grasp of the issues and would probably be sheepish about joining in. Or they just find it boring.
But sex is still a hush-hush topic and many people do not feel it is appropriate to discuss at gatherings. Many people find it embarrassing or crude to talk about it. And really what are you going to talk about? Positions? Orgasms? How long somebody lasts? How good somebody was? Oral sex? Really who talks about that stuff at social or family gatherings? Completely inappropriate.
Oh, and I edit here... All three can be very enjoyable conversations when mature people can control their emotions and discuss the issues calmly... listening to each other and respecting each other. The close-mindedness that exists today is sickening and, frankly, frightening. We are raising a whole society filled with people who become offended and enraged WAY too easily.

They are all controversial because they are all about morality and they all involve social control. One is more important than the others depending on the person or the social group. And they are all inter-related. Politicians will pander to people's desire to control others sexuality and religious values.
You aren't supposed to talk about these things in social or family gatherings because different moral perspectives on these topics could damage relationships. If this is the case, the relationships are weak, can not tolerate controversial points of view, and rely on social control. Usually these things are talked about when you are in a group and know that everyone agrees with your views, so talking about them only reinforces the relationships- for example a family that talks about the importance of sexual restraint, or one that talks about the importance of sexual freedom.
But when you are in a group and don't know everyone's views, and the relationships haven't been tested and proven strong, then staying away from controversy, especially over incompatable moralities, is safe. But you can help stregthen the relationships by gradually introducing your opinions and encouraging and respecting the opinions of others.

At a family gathering, I guess it would have be sex...depending on open your family is, but even still its a taboo topic!
In general politics is the most controversial if you think about it. Politics can bring in sex and religion and not everybody practices it...we leave it to stupid governments. But sex and religion can stand without politics, and religion means believing in somehting and most people usually do, even the athiests :D...

I think it's when two or three join together
Such as Sex and Politics, as in Bill Clinton
Or Religion and Politics, millions of examples
Or Sex and Religion like... well homosexuality for one.
Personaly I can discuss this with my family because we are fairly like minded, and open enough not to condemn someone for having a differant idea.
However, I've been in many chats and debate forums where anyone who did not believe as the main partisipents did was labled a bigot. I find this horrible. The USA was created on freedom of thought, freedom of choice, freedom of speach, and yet it's gotten so politicaly correct that everyones gone nuts trying not to hurt anyone else.

Wow- that's a good question! You'd be wise not to talk about any of the three at a social or family gathering, if you ask me!
The MOST "controversial" of the three? Right now, I'm guessing "politics".... I can't even talk to my own dad about that. (The last time I tried, he said "if only I hadn't divorced your mother, you might've turned out o.k."!!!!)

I think religion. It's controversial because it's one of those things where you just have to agree to disagree. Most people aren't going to change anyone's opinion on sex, religion or politics and it usually ends up in a heated arguement so that's why they say never discuss it.
