"Whose" is a possessive pronoun, much like "your" and "my." "My boss, whose job it is to harass me, said that I should quit."

"Who's" is a contraction of "who" and "is."

So, "Who's dumber, Beavis or Butt-head? Why?"

Butt head was totally the brains of the organization. Beavis was fun and impulsive, but Butthead had the smarts.
