There are 30 frames per second interlaced on tv, but 24 fps on tutorial. If you remember the 'flip-it books' that were popular way back, you'll have a basic understanding of why wheels appear to be turning in reverse as a car slows down. The camera catches the images just a few degrees off from the previous image and replays them as an optical illusion.

Newer Cameras that you would buy at BrandsMart usually record 15 to 30 FPS (Frames per Second)

Actually, there are 30 half-frames per second in standard US TV video. The two half-frames are 'interlaced' so that the picture doesn't seem so jerky. So there are 15 full frames per second.
