good question its too hard to explain in this box. I myself am homebrewing. homebrewing is the process of codeing and emulating your games. If you have a nintendo DS or a GBA these are the much easier ways to make a adventurous RPG etc... Basicly you need to know how to program And this is no simple process. Lets say for example the nintendo DS im working on i need a chip much like a gameshark cheat code accessory to make the ds think im a developer. then you need an emulator and a script creator. Such As Dragon Basic which i use which is the easiest GBA/DS programming code out.
Basicly so i dont repeat my self follow these steps.
Download DragonBasic
Download An emulator.
Write Some Code
Test it on the Emulator
If you like the Results Save it
Then transfer the save file into the DS

If you are a real beginner at programming a version of basic would be great.
However it will be quite useless if you want to make games that are quite complex. You cannot make any serious games in anything other that C++
If you want to learn how to do real game programming I would strongly recommend you use C++ with opengl. You can read more about it at the opengl official website. It is quite complex and you first need to gain some knowledge of C++ before learning how to make games. There are some good books available about game programming such as Sams Teach Youself game Programming in 21 days.

Games these days are built using a team of people that are specialists in their field. A full blown games team would consist of programmers, sound artists, graphics artists, designers, not to mention management and marketing.
However, it is still possible to construct some decent games by yourself, providing you have some talent.

http://darkbasic.thegamecreators.com/ - Try this one if you want to create 3D games or adventures.
I'm sure there are more but I've come across these sites when looking for similar information.
These ready programmed software titles are probably the best way to start producing games. I'm sure if you can construct something impressive with them, games developers may take on your ideas and build on it.
