Mental Illness is inherited - genetics - runs in families!
The responsibility is on the person with the mental illness.
Run faster than them.

Have the person arrested for stalking. If the person is really mentally ill, that is all you can do.
But yet here again is another example of some one else being made responsible for another persons misfortune.
