What's scary about Mexico, Canada and the US cooperating on cross-border enviromental and safety issues? Seems like common sense to me.

This isn't a merger, like where we'd all be one country. Even if it were, where's the scary part? This is just a way of keeping trade and transportation laws consistent between the countries, and to try and work together to bring more business to our continent.

I didn't read the whole proposition, and not even enough to confirm its subject, but I would say that such a merger would be one of the most massive political events in history. It would also have both its pros and its cons.
Anyway, it sounds highly unrealistic and unlikely. Mexico itself is ruled by aristocrats, who still have strong ties to Spain, even though they try to hide this fact from the populace.
