I don't know about other countries, but in Canada I believe that a child is able to drink alcohol at any age - under the supervision of parents. At 18/19 they gain the right only to do it without their parents.
Actually I think children _should_ drink. They should experiment, get too drunk, vomit, get hungover and miserable, slowly learn their tolerance levels and responsible drinking _before_ they have other responsibilities like jobs and cars. I couldn't imagine a person with the licence to drive a deadly machine trying alcohol for the _first_ time with no idea of how it will affect him/her. That's completely illogical to me.
As for Albania, well, maybe they think like me!

because they are not an ignorant country.
most European countries allow alcohol to be consumed by people from the ages of 12-18, (depending on the amount of influence from the west, I suspect)
In Italy, a 12 yr old can have alcohol if given it by a relative. and you can buy it at 18. This is for traditional reasons, such as wine with dinner, or on holidays. the rate of alcoholism, is FAR LESS then that in the US.
Most likely, this is due to the fact that kids are introduced to alcohol early on, and never see it as a "forbidden fruit"
thus, the desire to drink heavily, or too often, is never instilled.
the fact that we put alcohol on a pedestal, and denounce it as "evil" or as something that will hurt you, only makes our children curious as to why they have to wait till they are 21.
alcohol is not evil, it is actually good for you, it opens your blood vessels, and helps clean out your arteries. Its is only when moderation turns to heavy use, that its negativity shows.

kids all over drink.Theydont want permission.In Albania the staff have no other work, so they write permission letters.One such admission is for drinking alcohol. The other admissions are for
gay sex, panty swap, naked rugby, oiled body gymnastics;
Awards for longest armpit hair, most unwashed jeans, maximum holes in vests, collection of fleas & nits, record in spitting furtherest are only a few of them.

i don't know. my kids aren't in Albania, so i don't really care. i however DO care what the heck my kids are up to I'm MY neck of the woods....and i want to know HOW a 15 yr old gets a hold of a case of beer!

As rustic said, you can drink alcohol anywhere else younger. And young people in those countries care less abouit getting dunk
