Well, your question doesnt say, if you are asking what kind of paint, how to paint it, or if you want to know if it is ok to use red....
Red paint, 'traffic red' as you call it... is used when you want to emphasize that the painted portion of the curb is a NO PARKING area. Your City roads department may have something to say about that.
Yellow paint (often 'safety yellow') on the other hand, can be used by anyone wishing to bring the curb to people's attention as a trip hazard, for example.
As to the type of paint, you want a good thick paint. Now, you can get good quality 'safety yellow' in a spray can too.... which makes painting the curb much faster. Other than that, a good brush or roller works well. (At least a 2.5 to 4 inch brush, or 4 inch roller)

one can, but its not enforceable, however, it may deter others from parking. And from the city's perspective it may be unlawful - however how many cities actual cite painting the curb when more serious crimes runamok elsewhere.

No. Each colour used in trafic signal has got its own importance.
Red always denotes a serious problem
the other colours used is just to make us cautious
