Boot from a floppy or CD so that windows doesn't start, get to a DOS prompt (how depends on your boot disc,) and type FDISK.

Symantec System Works, Trend Micro, and McAfee Privacy all come with a shedding service. This causes ALL DATA TO BE OVER PASSED and PERMENATLY ERASES IT. THIS CANNOT BE UNDONE.
After running, you will need to once again reformat.
You could also try to use a boot disk and format the drive in DOS using the format /f command.
