Well, not any relationship. But once you've entered into a marriage then the commitment part becomes very important. Because you have promised in front of God and everybody to love this person no matter what. So, if you 'fall out of love'. Well, you better find a way to fall back in. Because that is a big cop out.

The question you ask is a good one.
A relationship is about love and commitment. But you need to have the basic commitment down to the core of your being so it can carry you through those times you "question your love for your spouse". The commitment can sustain you over the rough spots until you can fall back in love with your spouse.
What couples seem to forget is that love is an ebb and flow emotion. When someone stops feeling the "spark or butterflies" they assume they are not in love anymore. Not necessarily true. Love has many shades. Its just like ...you can be angry with your parent but down deep you know you still love them and would do anythign for them. Marital love is the same.. you can wonder if you still in love with them..but know down deep you would do anything for them..that is love. The commitment is what you can draw on in the rough times.
I went overboard on your question. Didnt I? Im sorry. I just hate to see couples marry with a false sense of what love is. Love has many fascets.
Best wishes!

Depends what kind of relationship your talking about. Some relationships, don't need either. Just alot of stamina and libido. Other relationships are based purely on trust and respect.
But for the typical "relationship", it really depends on what both of you are looking to get out of it. If your looking to get serious, then it's definately about BOTH. But only commit when you are certain you are in love.

A fairly well known German saying answers your question:
Love thy spouse. Love thy choice.
