I don't know. Is it gonna hurt someone? I mean did you cheat or something like that? You better hold the guilt inside and just deal with the fact that you made a huge unforgivable mistake, if that is the case. Otherwise, don't keep secrets or do secretive things that make you feel bad--that will only hurt your or others later.
If it is a secret that someone else told you--it just depends on what it is.
I really don't know what to tell you to do. All of this is just my opinion so do what is right for you and best for you and whomever you are talking about. I have no idea about what your situation is and your are the one who has to deal with it and go home at night. So I don't know. Neither does anyone else on here really. If the person you are wanting to reveal it to needs to know then tell them. Just weigh out the positives and negatives and determine what the outcome will be from those thoughts.

There are very few times to reveal secrets entrusted to you. The number one being when someones life is immediately at risk. Otherwise if you judge it best to reveal the secret, the best person to do this is the person who created it. You should do your best to talk that person into doing what is right concerning the secret. If they refuse and this could result in the financial, social, or physical harm of an unsuspecting person, you should then take the secret to an authority figure, like a pastor or parent. Other than that, let your trustworthiness by complete with others' secrets.

If by withholding a secret you can see that another is about to be deeply hurt, mentally or physically, by you not saying anything, then you should try to judge which is the most harmful to all concerned - after all, if a situation changes, so should you. But saying all this, I still would have to have a really good reason to break a trust.

If the secret you are keeping could be the key to saving one's life, or making sure the person is safe, you should reveal it, out of your own goodwill, regardless of the person getting mad at you, if you're certain it's for the person's safety/well-being. Sometimes you know what's best for your friend, even when he/she doesn't yet. In the end, hopefully, your friend will thank you.

it is never a good time, if someone told you a secret its because the strongly feel you are someone they can trust and to tell the secret would betray that.

if it's your own secret you've been hiding from someone, then i'd say a good time to tell it would be whenever it's pressing in on you and you feel like you're about to burst if you don't tell someone... but if it's someone elses, you promised you wouldn't tell anyone, so don't. the end.
