Yes. Don't use an electric razor; you will be sorry. The blades of hair clippers will grab and cut the skin, and a typical facial electric razor will not do the job well at all. Clip first with scissors, then do the deed while in the shower. Use soap rather than shaving cream, as many will give a burning sensation. Unless, of course, you're into that sort of thing.
Do not, I repeat, do NOT use Nair or similar depilatories. You will regret it.
As for cuts, if you pull the skin taught before each stroke, you should not have a problem. Contrary to what a few folks have said, nicks are almost painless as the skin itself there has very few nerve endings.

I have shaved my b alls for years with no problems. I use disposable triple-blade razors. I like the BIC brand ones in blue package. They are equally effective in shaving my chest, shoulders, face, neck, back of neck, and armpits. I also shave my c ock and below my b alls. I like to be well-groomed.
A quality three- or four-blade disposable razor should be good for shaving your sensitive areas three or four times before its usefulness and safety are gone. Results may vary depending on how thick your hair growth is and the type of hair you have.
It may not be a good idea to try and do a complete shave the first time. For one thing, it make take a while to work up the nerve (it takes big b alls to shave your b alls, I always say. hehe). Make sure you are relaxed and not in a hurry. You also need good lighting so you can see what you are doing.
Start by trimming the long hairs with scissors. Then you may want to do a "dry shave" the first time, tho don't try to get all the hairs.
Regular shaving of your t esticles and p enis is best done in the shower. I use shampoo lather, but not too thick because you want to see what you are doing. If you cut yourself, do not worry it is not fatal or dangerous and you probably won't feel it. You get good results if you can experience various stages of arousal while shaving as some spots are easier to shave when soft and others are easier to shave when semi-erect or fully erect. Amazlingly, the wrinkles in the skin of your s crotum are not a big problem when shaving in the shower, but still be careful and don't be in a hurry.
After you get adjusted to shaving your b alls, you can work you way up to keeping other areas well-groomed. In time, you can develop a shower routine that is efficient so that you can accomplish all your shaving in a short time and complete your bathing too. Ten or eleven minutes under very cool to totally cold water is what it usually takes me to get all my bathing and shaving done. Then after my shower I shave my neck, face, and shoulders, and back.
Do NOT over-shave! Repetitive shaving in the same place more than three times is not a good idea and will cause discomfort.
I recommend NO NO NO alcohol or liquid after-shave products for your sensitive areas. I prefer to simply let my skin air-dry when I have finished. You pay want to try out some powder or talcum products such as Gold Bond brand or even a light application of hand lotion (wipe off excess with a soft cloth).
Shaved t esticles and tight-fitting underwear do not go well together. Not wearing underwear for a time may be necessary to be comfortable. If you experience itching, it will go away after you shave regularly for a few weeks or months.

I will not go with disposable razor. It could easily cut the wrinkle texture of your testicles.

safe yes, but probably pretty uncomfortable. There's no reason to shave your testicles anyway. From a woman's perspective, there's nothing wrong with having hair there. That's part of what makes you a man!

Dont just buy any random razor. buy a good razor. like a mach 3 or somthing with the disposible tips. i know it my cost but it will save your boys!

Disposable razors are o.k. but for Pete's sake don't keep using the same electric razor on your sweaty balls. TALK ABOUT INFECTION next time just ask ya momma!
