Craft-wise, if you like puzzles I would say take up origami. All you need is paper, find some patterns on the net, get the hang of it, then design your own things.
If it's too hot to think, (I live in a place where it's too cold to think, so maybe this doesn't apply so much to you) try knitting. Make your dogs some sweaters.

The library has books/movies/cd's that you can check out. Most hobbies require some sort of investment. Excercise and keep yourself healthy. Join a group, you need some friends. Volunteer. Help others, while helping yourself. Why are you alone? If you don't want to stay at home all day by yourself, you could find a part time job. There are many places that are looking for part time help and then you could have a bit of money for yourself.

Are your dogs well behaved? You could take them to your local nursing homes and hospitals to visit... just call ahead and see what their rules are. My cousin used to bring her dog to work (she's a PT), and the patients loved it.
Wet, rainy days would be great for taking up baking or knitting. On hot days, I prefer to veg in front of a fan with a book and something cold to drink :)
