I doubt seriously you can obtain a grant unless you follow into one of these categories:
1) provide low cost housing and comply with HUD requirements.
2) Your city provides beautification money as part of an urban renewal project.

At any rate ask your local court house they can probably advise you. Personal Property Tax and Real Estate Dept.
