One thing that has contributed to the prison population is the massive outcry for 'drunk tanks' in prisons. When DUI laws became stricter, states built more prisons with drug and alcohol centers as drunk tanks to house those incarcerated for DUI and DWI. And some states have enacted tougher sentencing laws and stipulations on how those sentences will be served, as in how much time will be taken off for good time, gain time, emergency gain time and volunteer time.
Then too, I have seen a rash in prison where the inmates are getting younger, more violent, less respect for themselves not mentioning less respect for others. And they are coming in in poorer health too.
These are just a few of the reasons I have seen as a long time ex correctional officer.

Politicians get elected by promising to tough on crime. In CA prisons get money before education or any social programs. Shows a little bit about our priorities. We lock up more people than any other nation on the planet. Obviously our criminal justice system is not working.
