AND IF WE CHANGE TO A PROVIDER WHICH USES AN ALTERNATIVE SOURCE LIKE EOLIC ENERGY, WICH HAS A 100% FREE OF POLUTION GENERATION, DOES WE HAVE TO BE STILL PAYING THIS TAX ?

Because Texas is corrupt, the utility commission has no control over the electric companies.
