Well, I've been thinking about a used '00 or '01 Toyota 4Runner for my first car and I think I might want 4WD because I go to the beach EVERYDAY and there's a lot of sand there, obviously...and I surf, so would the car come with a roof rack? And if you guys have any other good year 4Runners you can suggest them.

A Toyota is a good choice. 4 wheel drives cost a lot more to maintain than 2 wheel drives. They are dearer on fuel too. Do you need 4x4? Isn't there a carpark at the beach? I doubt a 4runner will come with a roof rack but I'm sure you could get one. There is more than enough room inside a 4runner to fit a surfboard. (make sure it is in a boardbag or the wax might melt and wreck your interior)

My first car was 99' Toyota 4runner Limited 4wd. I got it back in 1998 when i was 16. I really love that car. It's a great car. You wont regret getting it, gas could use some improvement though because i only average 18mpg. But i drive fast too, so it's not too bad

4Runners can easily tip over and make it hard to see the blind spot. In the video below the SUV just touched the car or possibly just from her swerving tipped over the truck.
If you hit the sidewalk while taking a sharp turn -which I have seen many newbies do - say good bye to your car and maybe your life.

A RAV4 would be more fuel-efficient, as would the Highlander. Or why not Subaru Baja or Outback?

sounds like one of your belts are loose. take it to your mechanic to check the belts on your car. Best of wishes!
