For the same reason that ash isn't; it's already been burnt. If you burn hydrogen in air, you get water.

combustion is a release of energy

water has nothing to convert into that's lower in energy. hydrogen does (water), petroleum does (CO2,H2O), so does natural gas (also CO2,H2O).

add energy to H2O and you get hydrogen gas and oxygen gas. then you can burn it and release it. it's a fun cycle, but it's why a hydrogen fuel cell isn't really energy efficient unless the energy it takes to generate the hydrogen is from efficient sources (like the geothermal energy that Iceland has just started using).

Ok say you burn hydrogen. Hydrogen burns, meaning it combines with oxygen. Water is formed. Why isn't car exhaust highly combustible....

Because the 'explode' holes are filled with hydrogen and the 'pointy' ends on the hydrogen are stuck into the holes of the oxygen.

aHHH, water can be highly combustible, one must merely seperate the H2o into it's basic components and then put them backtogetheragain! Boom, that's how the Space shuttle flys.
