That sentence means there is a waiting list [to something], but the list is already full [or almost full].
The original applicants [to whatever we're talking about - a school?] who didn't get into the thing [school?] are already on the waiting list. They most likely make up all of the list, so no one else can get one the waiting list.

It means that there is nobody on the waiting list that wasn't in the original pool of applicants. In other words, if you didn't apply the first time, you can't get on the waiting list.
