it says that it's "Read Only". How do we change that setting so that we can both manipulate each others hard drives?

What exactly does he have to change in the permissions and settings. We're trying to fix this promblem it's not a matter of he's doesn't want to share. We can't figure out how to get it to change from "Read Only"

ok.
to change the attributes of a File
Right click on the File. choose Properties.
there should be 2 Boxes..
If the file is read only. the Read Only checkbox will be check
Uncheck it

You must ask other compter owner to change permission for network access than you can access his computer resorces. If he is set "read only" rights then you are only seen his rresorces so ask him or her.

In sharing, hard drives make sure that the hard drive being shared is fully shared. Make sure that the hard drive is not read-only.

ask him to change his permission settings on sharing. with the correct permission settings, your problem will be solved

you cannot change his hard drive!
he has to by right clicking the harddrive icon>properties and changing the setting

you cant his he has made his hard drive not let you put anything on it
you have to ask him to change it
