No...we can't control the speed of time... that's a constant.
What we can control is the amount of stuff we do during that moment. Good or bad.

No, you cannot control the speed of "time", because time is based upon the rotation of the the Earth, and time, as in seasons, is divided according to the orbit of the Earth around the Sun. All time, is based upon the motions and relationship of the Earth in relation to its orbit AND its rotation upon its own axis for dividing the "day and night" into hours, minutes and seconds. The only way that you can change "time", would be by changing the order of the relationship between the Earth, Sun, and Moon. And THAT is Gods hands and control.

yes, time does not exist as a linear thing,but is rather all existing at once. our minds experience things in a linear way ( one thing after another) so we develop a permanent delusion of time going one way. if you change the way you think, time will change too.that is why it seems slower when things are bad and faster when good. when bad we experience each moment more fully because we focus our attention on it harder and that makes it seem to have more little parts that we begin to notice. like riding a bike instead of driving a car. we notice more because we look harder and closer.when walking we can notice even more and further expand time. but if we are walking and thinking about a movie we saw and do not notice what we are passing, then the time seems to zip by. so it is not the speed but the mental attention or concentration.
so if you are having root canal, for instance, think about something else like a ferris wheel ride or kissing a pretty girl, and the time will zip by. it you think about the root canal, you will notice more detail and it will seem longer. you should ignore negative things and focus on positive things. so it is the mind that can be used to expand time or squeeze it down.
it may not actually change the speed of time but so what? if the time SEEEEMS slower, it is slower to you and that is all you care about.
when you are in the moment of something GOOD , like eating ice cream or having sex, then fOCUS your mind on each little detail and notice what is happening and pay attention closely and think about the moment and each detail as it happens, then time will slow down and SEEM longer to you at a good time. do the opposite when you are doing something bad, fail to notice details, do NOT think about what you are doing and it will make it go by faster.
it is all in the mind. Time is an illusion and can be tampered with by learning to control your MIND.

Well, if you're a believer of Einstein, then yes, time is relative to speed. However, that's a much different context.
You're simply referring to the individual perspective on time passing from a psychological point of view. Can you control it? No, not necessarily, unless you consciously make the effort to notice the time instead of the good or bad things going on around you. It all comes down to how you perceive time based on moods and when you're happy, things go fast. When it sucks, you dwell on the bad stuff.
Just the way things go.

"Time flies when you're having fun". Depending on how much you dwell on something will effect how long or short "time" will appear to last. But in reality, "time" marches on. That's the short answer.
The longer one involves the Law of Dimensionality: A higher dimension can alter or effect a lower dimension but not the other way around. For instance, a third dimensional being can alter or create other three dimensional objects as well as two dimensional and one dimensional objects. You draw a picture, photograph a scene, make a bowl out of clay, create a fusion reactor, etc.. But a two dimensional being can only create other two dimensional objects or one dimensional ones. The Earth is part of the third dimension. The Solar System is part of the third dimension. Our Galaxy is part of the third dimension. The Universe is part of the third dimension. Time is part of the forth dimension. Everyone who wears a watch has, in effect, a forth dimensional monitoring devise. We can stop the watch, move the hands forward and backwards, but we can't actually alter or change the continual passage of time. Now a forth dimensional being, using some sort of time machine, could go back in time, alter part of the past or jump forward into the future, note a particular event and then go back in time and act accordingly. Time would then be changed as a result of such actions. Any one want to play Super Lotto?
So this talk of if one were to travel at the speed of light, time would slow down or stop, I don't believe is accurate. Our preception of time may change, how we monitor the passage of time may be altered, the atomic clocks may slow down, but actually changing the forth dimension, no. Space/time seem to be always linked together, but space is part of the third dimension and time is part of the forth dimension. What is being warped is space and how we preceive or monitor time, not time itself (for you Black Hole fans out there, another third dimensional entity, by the way).
Each plane of one through four dimensions interact with each other only within that plane of existence. There may be other planes of one through four dimensions but dimensional plane can't interact with each other. What happens in our dimensional plane stays in our dimensional plane. None of this six, seven or more dimension stuff; just different planes of the same four dimensions. Call it third dimension-1, forth dimension-1, third dimension-2, forth dimension-2, etc.. Yes, that means there could be other Universes that we just can get to or observe.
And finally, keeping all these dimensional planes in their respective places is the fifth dimension. This is where God dwells (heaven too). But that's another answer.

It's been proved many times already. I will answer with as few words as I can. Atomic clocks have been put on board many space vehicles. Both are set exactly the same. When the clock that was on board the shuttle comes back it has lost time. So , the faster you go the more time slows down. Atomic clocks are accurate to less than a second in 300 years.

To a human time only moves as fast as you remember it. Our specific talent for memory defines how we interact based on relative interactions from stimuli received through our system of senses.
Our system of senses have been designed through millions of years of a type of universal rhythm. A rhythm that exists for living things on this planet that has been developed by our solar system and so on and so on. Our own physical ability to sense and react has a timed limitation so therefore we remember and interact with stimuli based on this timed limitation.
Maybe the idea is can we control or improve our ability to react or live in smaller moments.....like a Jedi or the Matrix? Probably not but it's interesting to think about.
Time is only relative to our uptake of memory like a digital camera. How much detail can it store over a period of time defines how much your broke *** is going to pay. Other animals like insects seem to have much faster reflexes but I'm not sure if they are able to evaluate a tiny moment better than us. I don't think they store memory the way we do but who knows with their life's span and all.

Absolutely! Time is a construct by 3 dimensional beings to describe a fourth dimension they cannot see randomly, only sequentially. Thus, time is just the (invented) rate of the sequence. All you have to do is institute a different way of measuring it by first coming up with a new system and then convincing the world it is somehow superior to the one we are currently using.

Yes, by speeding ourselves up. The closer an individual gets to the speed of light, the slower time moves. Eventually, time would stop for this person. The person would feel like time has passed normally, but the universe has moved faster around him. If he were to stop, he would find himself in the future.

There is nothing else in existence (for you) but what you focus on. The more focus something requires, the faster it seems to happen. The more your mind has a chance to wander, the slower time seems to pass.
Focus is the key. When you're engaged in something fully, time passes right by. Just make sure you put your focus in the right place! You're the one in control.
