Ummm, 52? The starting pitcher of the home team would have to get all 27 batters out with one pitch, say everyone flies out. Then the away teams pitcher throws 24 pitches and those 24 batters fly out but allows a home run on the 25th pitch thus ending the game. This being a 9 inning game.

Wouldn't you only need 4 1/2 innings to have an official game, if the home team is winning? So that would make 27 outs (6 per full inning, 3 for the half inning) plus 1 for a run -- a total of 28.
Unless you want to count a 0-pitch forfeit.

Fewest you could have would be 31...you need 5 innings complete to have an official game, which is 30 outs...so 30 outs on one pitch each plus a solo home run would have you an official game if there was a rainout after the 5th...
