I'm not familiar with Lebanese law, but if they passed a law saying that Israel isn't allowed to bomb them, then I guess the answer is no, it's not legal.
Seriously, I'm sure many countries will have things to say on the matter, and many already have, but who is to say which side is at fault? Israel undoubtedly feels like Lebanon started this escalation and your question could just as easily be "Is it legal for Lebanon to fire rockets at Israel?"
We can only hope both sides will show restraint and try to maintain as much stability in the middle east as is possible in today's world.

this is awful my husband is from there and he has tons of family there and plenty of friends that go there for the summer to visit their families...please pray for them..my friends are newlyweds and her husband went down for the summer im really scared for them. from lebanon..

seems that whatever isreal wants to do, the usa will back them, and they can pretty much do whatever they want.
they have been killing civilians for years now, and saying its protecting itself. hypocrites!
