In water, the natural oils on your hands get washed off (especially if the water is warm and soapy) and your skin cells come to direct contact with water. Human cells, including skin cells, have soft and porous walls that allow water molecules to be absorbed or lost. When water outside the cells is purer than the water inside them, they absorb water. So if you are in the water for a long time, your skin cells absorb a lot of water and become swollen. The skin on the palm of people's hands is already quite wrinkly and patterned and the swelling of the skin cells simply exaggerates these wrinkles and makes the palm of your hands look more wrinkled. This only happens to people's palms and the soles of their feet, because the skin is already quite wrinkly in those places. This will not happen in salty water, because the skin cells would have more pure water inside them than there is outside them. So, in such a case, they would lose water and won't get wrinkly. Also, as your skin loses water, once out of the water, you will have very dry (and wrinkled) skin. In fact your skin can dry up even if you have been in not very salty water for a long time, because very little oil would be left on your skin to shield your skin cells from the air and your skin cells will lose water through evaporation. This is why moisturizing creams should be applied after swimming or taking a shower or a bath. The cream covers the skin with a layer of oil and helps the skin cells retain their water content.

Because you skin is in layers. Three layers actually, the epidermis, dermis, and sub-dermal. The epidermis is a layer of dead cells on the outside of your body and by being dead, do not stretch. The cells in the lower levels of skin are alive and can soak up water. Because the inner layers are getting larger and changing shape from the extra water and the out side does not change, it causes the wrinkles you see. That is also why after you have been out for a while your skin returns to normal because your body gets rid of the excess that it absorbed.

I don't really know but im guessing that your hand, since you wash them more than any other part of your body, has less oil secreted on them, therefore the water gets kind of absorbed into the skin and therefore makes it "bigger". then because of your bonestructure it has to stick to, it has to go up, making the wrinkles. wow. and that was just a educated guess lol
