The George Romero original is hands down the best, but the nod for best modern day has to be 28 days later. 28 Days reinvented the Zombie movie in two ways:
1. The story is real enough to scare the sh!t out of you. Can't you just see PETA or some other animal intrest group doing something stupid that leds to something this? How about a severe screw up in a military chem lab where they are experimenting with germ warfare? 28 Days was not only scary to watch, but scary to think about the possibilities.
2. Zombies who run as fast or faster than you. I mean holy crap, man. WTF? Zombies are supposed to be slow walking, appendages falling off, lurching mo-fos, right? Not anymore. Shaun of the Dead goes back to slow Zombies, and is really only good if you're thinking comedy. I don't classify it as a Zombie movie, because things that eat you aren't funny. However, even the Zombie master himself went with the idea of Carl Lewis zombies in Dawn of the Dead. But the credit for the change in the genre belongs to 28 Days Later.

Either 28 Days Later (well, okay, it's not technically a "zombie" movie, as the people in question aren't zombies in the traditional sense) or Shaun of the Dead.

"The Night Of The Living Dead"
One of the greatest cult classics of all time. Also one of the worst movies ever made. LOL

For scary I'd say the original Night of the Living Dead. You can't beat a classic.
For funny, Hide and Creep has my money
