This isn't the city but the Scripps School of Journalism at Ohio University in Athens is supposed to be strong. But Athens is in the foothills of Appalachia so if that is important, than many other places will probably end up more enticing. Still, because it is (or was, things may have changed in several years) known to be one of the strongest programs in that part of the country, maybe even the country, it may be worth looking at for ideas-always look around so you can at least get ideas of what you'll like in other schools that you hadn't thought to look for.

Check out the University of Texas. If you are a liberal, you will be in heaven in the School of Journalism there.

There are a lot of great schools in the country for writing. Go to collegeboard.com or another college website and try looking up schools for writing majors.

University of Arizona. Not in a big city, but if you live on campus, doesn't really matter.
