Start out with easy projects like dyeing, shredding, and embellishing t-shirts. I would reccomment RIT dye (available at drug stores) because it's easy to use and almost fool-proof. You can buy spray-on fabric glitter at craft stores, puff paint, and gold and silver thread and embroidery floss to make cool patterns and designs by hand. Try cutting off sleeves and hems, cutting the bottom of the shirt into strips and tying them into bows, widening the neckline (for an 80's look) and adding patches to shirts.
for jeans, try spray paint and stencils, glitter, embroidery (this might be a little more advanced), splatter-painting, bleaching, shredding at the knees and cutting off at the knees or calves.
Also, for shirts, canvas bags, and other light-colored fabric surfaces, try Avery t-shirt transfers, from Office Max (there are other brands, but i had the best results with Avery). You can print anything onto them from your computer, and then iron the design onto fabric, making your own custom-designed logos and prints.
To make your own belt, get a thick piece of ribbon or lace that can wrap completley around your waist, and buy 2 metal rings. Sew the metal rings onto one end of the ribbon or lace, and you have an instant belt! to wear it, just thread the side of the ribbon without rings through both of the rings, and then loop it over the second ring and under the first, pulling it tight. (if this is confusing just use your common sense... you'll get it eventually.)

I got an idea for jeans...try turning em into a skirt! Cut em short and sew em together. I'm almost finished with mine and so far, they look so cute! After, you can add any kind of design you want to em!

I think the easiest making diy clothes is like this: take a plain white shirt, than draw it with a special marker! No, i'm serious. Or try tie dye. It's HOT!

go to the thrift shop, buy a school girl kilt and sew lace and tulle and colored fabric to the bottom of it. Watch Project Runway for inspiration (aww yeah!) you can make purses out of old jeans... search online for "altered clothing"
