It depends of both the time of day. Imagine tracing the sun's path as the point that the sun is directly overhead. The distance away from this point will determine its relative location as compared with other points.

Because of the tilt of the earth, the sun's path will be south of both states. During the daytime, since Texas is closer to this point than Alaska, then Texas is closer to the sun. However, at night, the distance about the globe from Alaska is shorter, so it would then be closer to the sun. Obviously, there will be a couple of times in one 24-hour period where they would be the same distance.

Of course, the distance is really neglible. As it will be at most 8000 miles versus roughly 93 million from the sun to the earth.

Alaska is closer during the winter months because of the time of the sun rising and setting but during the summer months the time of the day increases and night time is only a couple of hours.

It depends on the SEASON.
The Earth has an approximate 21 degree tilt to its axis (in other words, it's not just straight up and down). As it spins on it's axis, it also has this tilt to it. This is what causes seasons (in the Northern Hemisphere, when the tilt is facing toward the sun, it's summer and away is winter).
So, when the tilt is facing toward the sun, Alaska is probably a tiny bit closer to the sun. However, the actual difference in distance is very, very tiny.

Texas is closer to the sun because it is hotter there. Alaska gets more light but not more heat. Technically the closer you are to something hot the hotter it gets and texas is hotter therefor it is closer.

Depends on what time of the day/year it is, but I will tell you it gets less direct sunlight because of the bad angle.
